Alien Sponsorship Procedures
Policy Owner: International Services Center
Effective Date: 10/1/89
- ALIEN SPONSORSHIP PROCEDURES
- General Information
- Request Forms
- Internal forms have been developed to clearly establish the nature of an alien's visit to UCR and the accountability of the hosting professor/department, the governing unit (College or School), the Office of Faculty Relations & Academic Support, and the International Services Center.
- Forms may be reproduced, if color-coded, from Attachments 1-3. Otherwise, the ISC, phone x4113, will supply departments with the forms in quantities requested.
- 3. Completion of forms:
- Initial Request -
- Use form FF/R, Parts I-IV -- REQUEST FOR TEMPORARY SERVICES OF NON-IMMIGRANT FOREIGN SCHOLAR and if married, Form FF/D -- DEPENDENT INFORMATION FORM FOR NON-IMMIGRANT VISA ISSUANCE. (See attachments 1-2.)
- Form FF/R, Parts I-IV is a generic form to be used whenever a department wants to bring any category of non-immigrant alien (B, J, H) to UCR.
- The Department mails Form FF/R, Part IV (attachment 1-B) to the alien. After the completed form has been returned, the Department prepares Form FF/R, Parts I-III (attachment 1-A), attaches it to Form FF/R, Parts IV and routes the entire packet for proper endorsements. Forms without all signature endorsements will be returned unprocessed.
- Extension Request -
- Use Form FF/X -- EXTENSION REQUEST FOR TEMPORARY SERVICES OF NON-IMMIGRANT FOREIGN SCHOLAR and if married, Form FF/D -- DEPENDENT INFORMATION FORM FOR NON-IMMIGRANT VISA ISSUANCE. (See attachments 3 and 2.)
- Form FF/X will be sent to the Department by the ISC approximately 60 days prior to the expiration date of the non-immigrant alien's authorization to stay or work in the U.S.
- The Department completes Form FF/X according to whether it will or will not continue to sponsor the named alien.
- If the department will not continue to sponsor, it completes Action A and returns Form FF/X to the ISC.
- If the department will continue its sponsorship, Action B of FF/X must be fully completed and returned to ISC.
- Married Non-Immigrant Aliens -
- As indicated, if the alien is married, the department must attach a completed Form FF/D (attachment 2) to both initial and extension request.
- Follow-Up -
- Upon receipt of an approved initial or extension request, the Center will inform the department/alien of any further information/documents, fees, etc., needed to complete the visa or extension of stay request.
- Initial Request -
Generally citizens of other nations must obtain a non-immigrant visa to enter the United States. They must declare they have no intention of remaining permanently in the United States.
Non-immigrant visas are designed to permit aliens to enter and briefly remain in the U.S. Some visas permit the alien to receive reimbursement of expenses, honoraria, and/or accept temporary payroll employment. Under each of these circumstances, UCR as the hosting institution has a federally-defined role and federally-regulated accountability.
The following procedural outline reflects the U.S. federal laws and regulations governing international educational exchange. It is imperative that a hosting department consult with International Services Center (ISC) staff before an invitation or compensation agreement is made with an alien.
