 I.        Policy Summary
The University of California, Riverside (UC Riverside) Vanpool Program is an alternative form of transportation available to UC faculty and staff, and currently enrolled UC Riverside students. The goal of the program is to reduce the total number of single occupant vehicle trips made to campus by faculty, staff, and students. This goal supports California clean-air mandates, reduces campus and community congestion, and conserves and enhances campus resources. The UC Riverside Vanpool Program, in concert with the UCR Principles of Community, also affirms the responsibility and commitment of all program participants to creating and fostering a respectful, cooperative, professional, and courteous campus environment.
 
II.        Definitions
A.       Approved Participant(s)Any UC faculty or staff member, or currently enrolled UC Riverside student who applies to and is approved by the Transportation and Parking Services (TAPS) to participate in the Vanpool Program.
B.       Certified DriverAn Approved Participant of the Vanpool Program who is a UC Riverside faculty, staff, or graduate student employee over 25 years of age with a valid California driver’s license and no more than two points recorded against their driving record who satisfactorily completes the Vanpool Program driver training course.
C.       Employer Pull Notice (EPN)A program established by the California Department of Motor Vehicles (DMV) to provide employers and regulatory agencies with a means of promoting driver safety through the ongoing review of driver records.
D.       Geographic Positioning System (GPS) Tracking UnitAdevice that uses the Global Positioning System (GPS) to determine the precise location of a vehicle, to which it is attached, and to record the position, speed, idling time, and mileage of the vehicle in real time. Recorded data is transmitted to TAPS.
E.        Medical Examiner’s CardA form completed by a medical examiner, certifying that the Certified Driver of the vanpool vehicle has passed a physical examination in accordance with the Federal Motor Carrier Safety Regulations.
F.        Safe Driving Record StatementA document signed and carried by the Certified Driver of a vanpool vehicle under oath certifying, pursuant to California Vehicle Code (CVC) 12804.9(j), that the Certified Driver has not been convicted of drunk driving, reckless driving, or a hit-and-run offence during the last five years.
G.       Written Notice/RequestA hard copy document or email submitted to TAPS reporting a complaint, violation, or asking to address a specific concern. 
H.       UC Riverside Vanpool Program: A service offered to any UC faculty or staff member or currently enrolled UC Riverside student through TAPS, as an alternative mode of transportation to and from the campus.
 
III.        Policy 
A.       Purpose
The UC Riverside Vanpool Program is one of several alternative transportation initiatives that help the campus comply with regional clean air mandates, as well as state and federal vehicle emission reduction goals. The program supports the UC Sustainability Policy  and UCR Long Range Development Plan (LRDP) by reducing vehicular traffic and the carbon footprint of UC Riverside, as well as alleviating parking congestion.
B.       Scope
This policy describes the Vanpool Program. It defines the roles of those campus organizations involved in the program, as well as the responsibilities of those individuals approved to participate in the program. It provides the procedures to ensure all involved are aware of and compliant in their respective roles and responsibilities. 
C.       Overview
The Vanpool Program is administered by TAPS. TAPS may establish a vanpool when six or more persons commit to commuting to the campus in a single vehicle. Additionally, TAPS may look to “seed” a vanpool route by providing a vehicle with fewer than six persons.
 
Current UC faculty and staff members and currently enrolled UC Riverside graduate and undergraduate students are eligible to participate in the Vanpool Program. The program is not open to non-UC individuals. The campus may provide University vehicles in support of the Vanpool Program.
D.       Core Elements
The Vanpool Program is a service provided by TAPS. It is not a benefit of employment or enrollment at the University. All Approved Participants must take responsibility to adhere to the UCR Principles of Community and applicable CVC. Additionally, all Approved Participants must make paramount the safety and security of all Approved Participants, UC property, and the public at large. 
 
IV.        Responsibilities
A.       TAPS 
 1.        Overall Administration
TAPS administers the Vanpool Program. Unless authorized in advance by TAPS, any UC Riverside vehicle used in a vanpool may only be operated Monday through Friday along the prescribed routes to and from campus.
 2.        Participation
TAPS reviews all applications of those individuals requesting to participate in the Vanpool Program. Participation is a privilege and not a condition of employment or enrollment. TAPS reserves the right to approve or disapprove each request. Additionally, TAPS reserves the right to terminate the participation of any individual from the Vanpool Program. 
 3.        Fares
TAPS, upon the approval of the Executive Vice Chancellor and Provost (EVC&P), sets the annual rates charged to each Approved Participant, including those Approved Participants who are Certified Drivers of a vanpool vehicle. Fare rates are reviewed and adjusted by TAPS annually depending on the commuting distance of the route from campus, participation levels, and other program costs. UC Riverside employees may choose to pay fare rates via payroll deduction on a pretax basis.
 4.        Scheduling
TAPS defines the schedule during which each approved vanpool is on campus in accordance with an approved UC Riverside work schedule. No Approved Participant or group of Approved Participants may change the schedule of a vanpool without submitting a written request and receiving approval in advance from TAPS.
 5.        Routes
TAPS defines the routes each vanpool takes during daily commutes to and from campus. Once TAPS determines a vanpool service route, any requests for changes in the route, which are not necessitated by dictates of CalTrans or any other body with jurisdiction over the roads on the service route, must be submitted to TAPS for approval before the alternative route may be traveled.
 6.        On-Campus Drop off and Pick Up Locations
A vanpool vehicle must not impede traffic when dropping off or picking up Approved Participants. To ensure the safety of the UC Riverside community and ease traffic congestion around campus, TAPS identifies and maintains approved “Passenger Pick Up/Drop Off” locations. Additionally, a vanpool vehicle may use any marked Red, Blue, or Gold parking space at UC Riverside to drop off or pick up Approved Participants.
 7.        Overnight Parking
TAPS identifies the location where UC Riverside vehicles used for the Vanpool Program must be parked overnight. A Certified Driver may submit a written request to TAPS to drive the UC Riverside vehicle to an alternate location. Upon approval of a written request submitted to TAPS, a UC Riverside vehicle used in a vanpool may use the alternate location.
 8.        Assignment of Approved Participants to a Vanpool
TAPS assigns an Approved Participant to a single vanpool. An Approved Participant may only switch from an assigned vanpool to another vanpool, either on a temporary or permanent basis, upon TAPS approval of a written request submitted by the Approved Participant. TAPS notifies all current authorized Approved Participants of a vanpool upon adding an individual to that particular vanpool.
 9.        Animals Riding in a Vanpool Program Vehicle
Per UCR Policy Number 850-38: Pets on Campus, no animal may be transported in a UC Riverside vehicle, with the exception of a service animal. A service animal must be placed in an appropriate carrier when being transported in a UC Riverside vehicle. TAPS must approve a written request to transport a service animal in a vanpool vehicle. Upon approval, TAPS notifies those in the particular vanpool of when the transportation of the service animal is to occur.
10.      Daily or Stand-by Rides
Daily rides may be arranged in advance by contacting TAPS. TAPS notifies the Approved Participants of a vanpool when it approves an individual to ride in a particular vanpool on a daily or stand-by basis. TAPS ensures that payment of the daily ride rate is made or arranged in advance of the ride.
11.      Monitoring Use of UC Riverside Vanpool Vehicles
All UC Riverside vehicles used in the Vanpool Program have GPS equipment installed. This equipment tracks the routes traveled, vehicle speeds, idling times, and odometer readings. TAPS monitors the data transmitted by the equipment to ensure that the vehicles are being driven in a safe manner consistent with applicable CVC and University policies. Any violation of these state codes or campus policies may lead to driving restrictions and even elimination from the Vanpool Program. Tampering or attempting to mask GPS equipment will result in dismissal from the Vanpool Program and possible further disciplinary action.
12.      Maintenance, Repair, or Towing of UC Riverside Vehicles Used in the Vanpool Program
TAPS assumes the responsibility of ensuring that UC Riverside vehicles used in the Vanpool Program possess all necessary safety and emergency equipment and vehicle markings as required by State and Federal law, as well as applicable University policy. Working with Fleet Services, TAPS coordinates the maintenance, repair, and towing of UC Riverside vehicles used in the Vanpool Program.
13.      Dissolving a Vanpool
TAPS has the authority to dissolve a vanpool. TAPS makes every effort to provide at least 30-days’ notice to Approved Participants when a decision is made to dissolve a vanpool. The most common reason for dissolving a vanpool is for low ridership. For example; TAPS may consider dissolving a vanpool if the number of Approved Participants falls below six involving a UC Riverside vehicle that seats 12 or falls below four for a UC Riverside vehicle that seats seven. Another reason a vanpool may be dissolved by TAPS is an inability of the Approved Participants to behave in a civil manner toward one another, as well as adhere to the UCR Principles of Community.
14.      Conduct Concerns
TAPS reviews and investigates all documented complaints and violations by an Approved Participant that directly relate to the Vanpool Program. TAPS, upon review and investigation, will respond to the specific complaint or violation within ten business days by, either, providing a status update or reporting on its findings and decision. B.       Vanpool Approved Participants
 1.        Applying to Participate
Each individual requesting to participate in the Vanpool Program is required to complete, sign, and submit a UC Riverside Vanpool Program application, as well as sign a document that states the individual has read, understands, and will comply with the contents of this policy.
 2.        Principles of Community
The UCR Principles of Community apply at all times while riding as an Approved Participant in the Vanpool Program. Each Approved Participant of a vanpool is expected to act in a respectful manner toward other Approved Participants and the general public at large, refraining from inappropriate language and behavior. Any and all manifestations of road rage or any type of inappropriate behavior that may potentially endanger others by an Approved Participant, while riding in the vanpool vehicle, is grounds for immediate termination from the Vanpool Program. 
 3.        Contact Information
Each Approved Participant of a vanpool is required to provide a contact phone number to each of the other Approved Participants riding in the same vanpool. The contact phone number, email address, and any other associated information are shared only among the other Approved Participants currently riding in the same vanpool.
 4.        Morning Departure Time
Each Approved Participant should be mindful of the time the vanpool vehicle needs to depart in order for all Approved Participants to arrive on time at their respective worksites. Each Approved Participant must be punctual and encouraged to arrive at the pick-up point at least five minutes early. An Approved Participant who is ill or does not plan to ride should contact the Certified Driver or designated Approved Participant of the vanpool at least five minutes ahead of the departure time.
 5.        Waiting for a Late Arriving Approved Participant
As a group, Approved Participants of a vanpool should decide and agree upon whether or how long the van may wait for a late arriving participant once the declared departure time is reached.
 6.        Vanpool Housekeeping
Each Approved Participant of a vanpool is expected to keep the interior of the UC Riverside vehicle clean and free of obstructions. Participants are advised to not bring any personal items of any size or quantity that impact the safety or access in and out of the van. Trash inside the vanpool vehicle is to be properly disposed of and spills wiped up in a timely manner.
 7.        Odors and Scents
Fragrances are often reported as allergens and irritants. In consideration of other Approved Participants of a vanpool, each individual is encouraged apply scents after departing the vanpool vehicle.
 8.        Eating and Drinking
Food and drinks are required to be in secured and covered containers. As a group, Approved Participants of a vanpool should decide and agree upon the consumption of food and beverages while in the vanpool vehicle.
 9.        Smoking and Use of Tobacco Products
Each Approved Participant is advised that smoking or the use of any tobacco products is prohibited while riding in a vanpool vehicle.
10.      Consumption of Alcoholic Beverages
Each Approved Participant is advised that the consumption of alcoholic beverages while inside a vanpool vehicle is prohibited. Additionally, there are never to be any open alcoholic beverage containers in a vanpool vehicle.
11.      Use of Cell Phones and Electronic Devices
No Certified Driver of a vanpool vehicle may use a cell phone or electronic device while the vehicle is in any location other than a parked position. Each Approved Participant is advised that the use of the telephone function of a cell phone while riding in a vanpool vehicle is prohibited except in the case of an emergency or when a designated Approved Participant is being notified that a fellow Approved Participant will not be riding. Additionally, the use of electronic devices by any Approved Participant while riding in a van pool vehicle that results in ambient noise is to be used in conjunction with headphones or ear pieces.
12.      Seating
Each Approved Participant is advised that no seat in a vanpool vehicle is reserved. As a group, Approved Participants should decide and agree upon a seating arrangement that facilitates passenger loading and unloading or accommodates special consideration for physical limitations.
13.      Use of Seatbelts
California State law mandates each individual riding in a motor vehicle to wear a seatbelt at all times the motor vehicle is being driven. Each Approved Participant is required to wear a seatbelt while riding in a vanpool vehicle.
14.      Alternative Transportation Arrangements
As a group, Approved Participants are responsible for making their own transportation arrangements if a Certified Driver is unavailable. Fares are not reimbursed in the event that a Certified Driver is unavailable or unable to drive the vanpool vehicle. An Approved Participant may not drive alone in a vanpool. If no other Approved Participants are present, the lone Approved Participant is expected to drive their personal vehicle to campus or to arrange for another means of commuting to the campus.
15.      Promoting Safe Driving
Each Approved Participant is advised to notify TAPS immediately if the vanpool vehicle is being operated in a reckless or hazardous manner. All notifications are investigated by TAPS and treated as confidential.
16.      Business Use of Vanpool Vehicle
Each Approved Participant is advised that a vanpool vehicle may not be used for departmental needs in lieu of acquiring or leasing a department vehicle.
17.      Personal Use of Vanpool Vehicle
Each Approved Participant is advised that a vanpool vehicle may not be driven for personal use. However, a vanpool vehicle may be used during workdays for short trips, such as going out to lunch. Daytime trips must be within a five-mile radius from the campus. The use of a vanpool vehicle for any other types of trips must be submitted as a written request and approved in advance by TAPS.
18.      Moving Violations and Parking Citations
The payment of any moving violations, parking citations, or other fines levied while operating a vanpool vehicle, is the responsibility of the Certified Driver or the individual driving the vehicle at the time the fine was levied.
C.       Vanpool Certified Drivers
 1.        Becoming a Vanpool Certified Driver
The requirements to become a Certified Driver of a vanpool vehicle are delineated in the Procedures section of this policy.
 2.        Applying to be a Certified Driver
Only those Approved Participants over 25 years of age who are UC Riverside faculty, staff, or graduate student employees with a valid California driver’s license and no more than two points recorded against their driving record may request to become a Certified Driver in the Vanpool Program. Each qualified individual must by complete, sign, and submit a UC Riverside Vanpool Program Certified Driver application to TAPS for review and approval.
 3.        Certified Driver Training Course
Each individual approved by TAPS to become a Certified Driver of a vanpool vehicle must complete a campus-sponsored driver training prior to or within six months of being approved by TAPS.
 
V.        Procedures
A.       Forming a Vanpool
TAPS determines the need to establish new vanpools, whether it is from an existing waitlist or from an un-served community. TAPS assigns the number of participants in a vanpool, determines the type of vehicle to be used in transporting Approved Participants, prescribes each vanpool route to and from campus, and assigns the hours during which the vanpool should remain on campus.
 
Generally, at least six Approved Participants must commit to paying the monthly fare rate in order to form a vanpool route, with at least two of the Approved Participants able to become Certified Drivers. However, TAPS may decide to “seed” a vanpool route with fewer participants in the hope of attracting others.
 
TAPS chooses the type of vehicle to be operated on a vanpool route. The type of vehicles TAPS may select to serve a vanpool may include an SUV or a mini-van.
 
TAPS consults with each Certified Driver of a vanpool to determine the preferred route or routes that should be traveled commuting to and from the campus. The Approved Participants of each vanpool should agree on the morning departure time. The departure time should be early enough to allow for traffic and to enable all participants to arrive on time at their place of work or in class. The evening departure time is dictated by the corresponding schedule of the vanpool. For example, for a 7:30 a.m. – 4:30 p.m. vanpool, the departure time should allow for the Approved Participants to complete their 4:30 pm work day or ending class time.
B.       Vanpool Participation
 1.        Summary
In order to minimize Vanpool Program subsidy costs and increasing fare rates, the approval of vanpool participants is managed to maximize ridership. Vanpool fare rates are based on full time participation; part-time fare rates are not available. Individuals who wish to find out more about vanpooling opportunities or express their desire to join a vanpool route may do so by visiting TAPS Alternative Transportation website.
 2.        Application to Participate
A qualified individual wishing to become an Approved Participant of a vanpool must complete, sign, and submit a Vanpool Program application through TAPS.  
 3.        Approved Participants
Each UC Riverside employee approved to participate in a vanpool is required to pay the monthly fare through payroll deduction. Faculty and staff may choose to have the fare rate amount deducted from their monthly paychecks on a pretax basis in accordance with Federal IRS Regulations. Each UC Riverside student approved to participate in a vanpool is required to pay the fare through Student Business Services either on a monthly or quarterly basis. Any student paying on a quarterly basis has access to vanpool services only though the duration of the current academic quarter and needs to renew participation prior to the start of each academic quarter.
 4.        Waitlists
Each waitlist is administered on a first-come-first-served. As a seat becomes available, TAPS notifies the next Approved Participant on the waitlist using the email address that was provided on the application. The individual is given five business days to respond before being removed from the waitlist. 
 
To ensure efficient and sustainable operation of a vanpool group, there are two instances when an individual may be offered a space over others on the waitlist.
 a.        When a vanpool is in need of a Certified Driver, an Approved Participant who is also a Certified Driver may be offered a space over all others on the waitlist.
 b.        When a vanpool is already 30% occupied with undergraduate students, the next faculty, staff member, or graduate student employee on the waitlist may be offered a space over an undergraduate student on the waitlist.
Any other exceptions to the waitlist procedure are at the discretion of the Director of TAPS.
 5.        Sabbaticals and Leaves of Absences
Any Approved Participant going on extended leave, medical leave, furlough, sabbatical, etc., who wishes to reserve a seat on the vanpool must pay full fare during the leave period. An Approved Participant choosing to not reserve a seat on the vanpool can request to be placed on the top of the waitlist. However, this does not guarantee a seat on the vanpool upon return.
 6.        Cancellation
Any Approved Participant who is paying a vanpool fare on a monthly basis must provide a thirty-day written notification to TAPS of the intent to discontinue participating in the Vanpool Program to ensure that payroll deductions and student business account charges are discontinued. Any charges an Approved Participant may incur due to a failure to provide thirty days’ notice will not be refunded.
 7.        Termination or Dismissal
TAPS reserves the right to terminate the privilege of the Vanpool Program of an Approved Participant upon failure to adhere to this policy and associated procedures. Any Approved Participant of a vanpool may be suspended or permanently dismissed from the Vanpool Program for any of the following reasons:
a.    Failure to report an accident involving a UC Riverside vehicle used for the vanpool;
b.    Willful disregard of UC Riverside policies and procedures;
c.    Endangering the safety of any Approved Participant in the vanpool;
d.    Ongoing conflicts with any Approved Participant on a vanpool that creates an inhospitable environment for other Approved Participants of the vanpool; or
e.    The Approved Participant is no longer a UC employee or UC Riverside student.
In determining whether to terminate or dismiss an Approved Participant, TAPS notifies the individual that a review is being conducted. The individual is then notified within ten business days with either, a status update or notification of TAPS determination. C.       Vanpool Driving
1.        Overview
Serving as a Certified Driver in the Vanpool Program is voluntary. It is not a requirement to participate. Only those Approved Participants of a vanpool who are UC Riverside faculty, staff, or graduate student employees over 25 years of age with a valid California driver’s license and no more than two points recorded against their driving record may serve as a Certified Driver.
2.        Responsibilities of Certified Driver
Each individual approved by TAPS to become a Certified Driver of a vanpool vehicle must:
a.    Complete, sign, and submit a Vanpool Driver Agreement.
b.    Complete a campus-sponsored driver training prior to or within six months of being approved by TAPS. TAPS contacts the Certified Driver to schedule instruction;
c.    Participate in the California DMV Employer Pull Notice Program. This program serves to provide UC Riverside with the means to effectively promote driver safety. d.    Pass an initial physical examination and pass additional physical examinations every two years. Upon successful completion of the initial physical examination the Certified Driver is issued a “Medical Examiner’s Certificate” (a small green card) that must be carried whenever driving a vanpool vehicle; and
e.    Sign and carry a “Safe Driving Record Statement” (a small white card), stating that the Certified Driver has not been convicted of drunk driving, reckless driving, or a hit-and-run offence within the past five years.
A Certified Driver is expected to practice safe driving and adhere to all traffic laws while operating a vanpool vehicle.
f.     Maximum Speed Limit
The maximum speed limit on most California highways is 65 mph. However, where posted, a Certified Driver may operate the vanpool vehicle at 70 mph if road and weather conditions provide for safe travel at that speed. All speed limits are based on ideal conditions. The California “Basic Speed Law” states that a driver may never drive faster than is safe for current conditions. Driving faster than the posted speed limit or driving faster than what is safe for current conditions on any road is dangerous and illegal.
g.    Use of Seat Belts
California state law requires a driver of a vehicle and all participants in the vehicle to wear seatbelts at all times. It is the responsibility of the certified driver of the vanpool vehicle to ensure all participants are wearing their seatbelts when the vehicle is in motion.
h.    Tailgating
California Vehicle Code 21703 requires each driver to maintain a safe distance behind the car in front of the driver. This distance varies according to speeds, road conditions, traffic congestion and weather. Following the two-second rule is a good judge of distance. When driving the vanpool vehicle, a Certified Driver should maintain a two to three second gap between the vanpool vehicle and the vehicle in front.
i.      Dangerous Lane Changes
It is essential for a Certified Driver to carefully assess the situation prior to switching lanes when driving a vanpool vehicle. This means looking in every direction, assessing blind spots, and only making a movement once entirely sure that there are no vehicles in the lane to be switched, and the lane change can be made safely within the flow of traffic.
j.      Other Reckless Driving
According to California statute, reckless driving is defined as operating a motor vehicle with “willful or wanton disregard for the safety of persons or property.” Each Certified Driver must not drive a vanpool vehicle in a manner that endangers other people and/or property.
k.    Carpool (HOV) Lanes
A Certified Driver is not required to use the carpool lanes and may choose to drive in other freeway lanes.
l.      Cell Phones or Other Electronic Devices
A Certified Driver is not permitted to use a cell phone or any other electronic devices, even with “hands-free” features, while the vehicle is in any position other than a legally parked position.
m.   “Points” Accumulated Against Driving Record
In California, a driver accumulates points that count against the driving record when issued a moving violation or is involved in a vehicle accident. A Certified Driver is notified in writing when two points are recorded against the driving record. TAPS declares a vanpool participant ineligible to serve as a Certified Driver with three or more points against the driving record.
n.    Transport of Unauthorized Participants
A Certified Driver is responsible for limiting those riding in the vanpool vehicle to only those individuals authorized by TAPS to participate in the Vanpool Program. TAPS sends notification to all current authorized riders upon adding a new individual to a vanpool group. 
o.    Use of Alcohol or Controlled Substances
A Certified Driver must refrain from driving under the influence of alcohol, controlled substances, or any other substance that may impair driving ability. The Certified Driver should not allow the consumption of alcohol or controlled substances in the van.
When operating a vanpool vehicle on campus, a Certified Driver is expected to:
p.    Not impede traffic when dropping off or picking up participants in pre-designated locations on campus; and
q.    Park only in unreserved parking spaces in Red, Blue, or Gold Lots. 
Note: Vanpool vehicles found parked in reserved paces, service vehicle spaces, loading docks, X Permit spaces, timed spaces, or any specifically marked space may be cited and/or relocated at the discretion of TAPS. Requests to park a vanpool vehicle in reserved spaces in a Red Lot may be submitted to the Alternative Transportation Manager.
A Certified Driver returning from a medical leave of absence is only reinstated upon consultation with the Campus Disability Manager. 
D.       Reporting an Accident
Detailed information about reporting an accident involving a UC Riverside vehicle or a vehicle used in conducting official University business may be found in UCR Policy Number 900-55: Vehicle Accident and Damage Reporting.
 
In the event of an incident where any individual sustains an injury, the Certified Driver must immediately report the incident. In order of priority, the Certified Driver must contact appropriate emergency medical personnel and then TAPS at 951-827-8277 or Fleet Services at 951-827-2277. If no personal injuries are sustained by any persons involved in the incident, the Certified Driver must report the incident within 24 hours to TAPS at 951-827-8277 or Fleet Services at 951-827-2277.
 
UC Riverside vehicles used in the Vanpool Program have an envelope placed in the dashboard or cowl compartment containing documents that should be completed at the time of the incident. It is important that the Certified Driver record the personal contact information or driver’s license of any individual not associated with UC Riverside who is involved in an incident with the vanpool vehicle.
 
The Certified Driver must also contact Sedgwick, the UC contracted administrator, within 24-hours of the incident in order to report information about the incident. A Certified Driver may be contacted by a Sedgwick representative for additional information.
 
If the Certified Driver is unable to report an incident, then one of the Approved Participants of the vanpool must assume the aforementioned responsibilities. Failure to report an injury or an incident may be cause for dismissal from the Vanpool Program.
E.        Workers’ Compensation/Insurance
UC employees are covered by Workers’ Compensation for injuries resulting sustained during the direct round-trip commute between home and worksite while using a UC Riverside-owned vehicle. In the event that a private vehicle owned by a vanpool member is used as a carpool due to a mechanical problem with the vanpool vehicles or other unforeseen problems, insurance liability is the responsibility of the vehicle owner, not the UC Riverside. TAPS does not endorse or encourage the use of personal vehicles in support of the Vanpool Program.
